developing methods to be used in future evaluations

contributing to quality development in the schools sytems concerned.

It is the result of the process thst is presented in this publication, wich is a translation of the danish version. It is seen as an inspiration to teachers, school heads and others who work with quality development in the primary school.

This report was published in ENQA Occasional Papers 4, December 2002.

The five Nordic countries have cooperated systematically in the field of higher education quality assurance for about ten years now. In practical terms this has meant that the representatives of the respective national quality assurance agencies have convened once a year to annual meetings where new projects have been initiated, evaluated and completed. The cooperation has been constructive and good-spirited throughout the existence of this unofficial network of the Nordic countries.

This report is the latest result of this joint effort and one that, according to the Steering Group of ENQA, may well be of interest to our European colleagues, as well. This is why the Steering Group decided that this particular report should be published in the ENQA publication series.

Children's perspectives on language assessments

EVA has conducted a study of children's perspectives on participating in language assessments at their daycare centre.

The study has partly been conducted with reference to article 12 of the United Nations Convention on the Rights of the Child, which stipulates that children must be involved in decision-making on those issues which affect them, and partly on the basis of epistemological considerations about the necessity of involving child perspectives so that children can contribute to studies with unique knowledge about their own lives.

The study has collected specific methodological experience in involving children's perspectives on their lives at their daycare centre by using video footage of language assessments, questionnaires for children etc. The fact that the study has voiced children's experiences in test situations regarding language assessments has also brought new attention to the interpretation of language tests and has provided new options and possibilities for the professionals working with the children.

The project is part of a larger study on language assessment of three-year-olds and follow-up language interventions carried out by the Danish Evaluation Institute in 2009 and 2010.

This paper was presented under the proposal entitled “Studies of child perspectives - methodological experience and new knowledge about language assessment of three-year-olds” (Ref.0102) at the International Congress for School Effectiveness and Improvement (ICSEI) 2011 in Limassol, Cyprus.

What is the added value of criteria based evaluations compared to evaluations that do not make use of explicit criteria?

Which new elements of methods does this type of evaluation generate in EVA's evaluations, and to what extent is it compatible with a fitness-for-purpose approach, i.e. an approach based on the aims and principles defined by the educational programmes themselves?

How do you avoid that criteria based evaluations lead to standardisation and limited new development of the evaluated programmes?

How is the aspect of development best safeguarded in the evaluations?

Educational Evaluation around the World - an International Anthology

With this anthology the Danish Evaluation Institute introduces different approaches to educational evaluation from several parts of the world. The purpose of the anthology is to disseminate knowledge about educational evaluation and to provide inspiration for the development and innovation of methods in this field.

All the contributors come from countries with considerable experience within the field of educational evaluation, and they represent different educational sectors. In concrete terms, two of the contributions cover the whole educational scene, five contributions cover higher education solely, and four contributions cover the school sector solely. The contrbuting countries are Denmark, the Netherlands , Northern Ireland, France, Hungary, Canada and New Zealand.

Frans L. Leeuw, former Chief Review Officer in the Netherlands Inspectorate of Education has accepted the interesting, but challenging task of analysing the validity of the above hypotheses. His findings are the result of an analysis of all contributions. This analysis constitutes Part One of the anthology.
